The department may issue a travel permit to a foreigner whose passport is lost or damaged to the extent that it cannot be used, has expired, or is unable to obtain a new passport for any other reason. But in the case of diplomatic and official passport holders, such a permit will be issued by the Ministry of Foreign Affairs.
